Trying to Boot from USB CD - Latitude LS

I ordered and received a new hard drive from Dell for my Latitude LS but as it came unformatted, it won't boot.  Unfortunately, I lost my original external CD that came with the system.  So I went and bought an external USB CD and have tried to boot from it, but the BIOS won't recognize the device.  Suggestions on how to proceed?

USB Devices are generally not DOS bootable:;neither will they work in Safe Mode. With your LS, you are going to have to get the Dell Media Bay Cable and Dell CD Drive of some kind that is compatible with it. You can use a Boot CDR with the CD Drive and eliminate the need for a Floppy Drive, but you cannot get along without a Dell CDROM  or other CD or DVD Drive  and the Media bay Cable that connects to the IDE Outlet on the rear of your laptop. No Parallel Port Cable will work with the CD drives, only the Dell Floppy drives.

the reason I got the USB drive was because I've been unable to find the media bay cable/drive combo on the Dell website.  Any ideas where I can find one?  I also searched on Google but had no luck.
