Use the key combination of Fn and the up arrow to brighten the LCD or the down arrow to darken the LCD. Do this when plugged in and unplugged to the brightness that you want. The computer will remember where you set it.
Check the BIOS setting for default screen brightness in "plugged in" and "battery" modes. There's also an option for setting default values of this in Dell Quickset's Power menu.
