NEED HELP ASAP - Fatal System Error!

Please....I hope someone can help me.  My son is home from College for Christmas, and he brought his new Dell Inspiron 5100 Laptop home with him.  I was checking it out, and thought I'd try to fix a few things, so I installed a few programs I have on my home computer (both my computer and my son's laptop have Windows XP Home on them.) when I restarted the laptop, it got me to the boot screen and then I got the dreaded blue screen with the following message - "Stop: c000021a (fatal system error) The session manager initialization system process terminated unexpectedly with a status of 0XC0000263 (0X00000000 0X00000000).  The system has been shut down."  I have never seen this happen on my home computer, so I don't know what it means.  I'm not sure if it was one of the programs I installed or what.  The programs were 1) Startup Manager - to help remove unnessary startup programs,  2) FreshUI - a tweaking program, and 3) Logonuibootrandomizer - a program that changes your boot and logon screens.  I think if I did something wrong it was in the Startup Manager, there must have been 30 programs running in the background, although I didn't remove all of them, I did remove a lot of them.  When I used FreshUI all I changed was removing the arrow and word shortcut off of all shortcuts.  And I did change both the boot and Logon screens,  which have always worked for my home computer, but I also tested them first to make sure they worked.  After I did the above I tried to restart, and got the message above.  I tried to do a couple of things but none of them worked, such as going into the advance options menu and trying "Last known good configuration", it didn't work.  "Safe Mode" didn't work, I tried using the reinstallation CD to repair any damage I had done, but I couldn't get that to work either.  Is there some way to get to system restore when you can't get pass the boot screen?  On my home computer in a situation like this I can push F8 when I first turn it on and I get to a system recovery and/or restore, where it ask me if I'd like to try using the restore before doing a system recovery, but I can't find any place like that on the laptop.  My son leaves to go back to College in three days...I have to have this fix before he leaves...I can't have him leaving all mad at me for this.  Please someone help!

man what a mess!
I really can't tell you what the problem is but in a case like this suggest you try constantly tapping F8 once you see the blue inspiron screen. you should get the option screen & try last known good configuration.
if that fails,if the dell xp cd is available then boot from it & do a repair install. all his programs & data will remain intact.

Starting System Restore Tool from Command Prompt

At the command prompt, type %systemroot%\system32\restore\rstrui.exe, and then press ENTER.

Follow the instructions on the screen to begin restoring your computer to a previous, functional state.
