laptop taskbar freezes locks up

I am having problems with my laptop freezing/locking up.  When it freezes, what ever programs are currently running with a window not miminized will still work. The taskbar will be locked-up, I can open folders on my desktop, but can't start any new programs, the mouse will turn into hourglass for 30 seconds, then nothing happens. Alt, Ctrl, Del will not bring up task manager, and if the task manager is up when it freezes, it says not responding as soon as you click on it.
If I tap on the bar button to shut down. I get end now pop ups for any programs on the taskbar and also one for explorer.exe,  I hit end now on pop ups,It will then act like it going to shut down, but the wallpaper will stay up, with the mouse, pressing any buttons does nothing. I have to hold the power button to get it to shut down. I also notice that not all the notification icons show up on taskbar when I power it back up.



It happens mostly, when I close a program. I noticed that the program will stay on the taskbar after the window closes, then it freezes. Iy also happens sometimes after a minimized a window.Though its has happened while playing a video with windows media player, if you hit next, though it has happened while playing 1st video, the video will play, it will start then everthing just freezes though video will play to end. It has also happen when closing a tab in foxfire or internet explorer or when thay have trouble opening a webpage. Also when I go to full screen video or slideshow pictures, when I go back to desktop its frozen and the taskbar is solid black.

It started happening after I left it on overnight because I was queued to download something from a f-server in mirc, the next day it was still queued, I went on foxfire it crashed, I reopened it restoring previous tabs then it froze for the 1st time when I closed one of the tabs.

I ran norton antivirus scan, spybot scan,   nothing.  I installed a registery checker it came back with 384 problems, I had it fix them, still has promblem. Installed system mechanic ran it no fix.
Did a system restore to a week ago, no fix. Redid virus and spybot scans nothing.
tried disabling wireless card, still had problem.
Ran error check on drive, nothing
Defragmention still no good
Any suggestion on what to do now.
