How do I remove a CPU from the heat sink & re-set it?

Ok.
 
So I think I figured out the problem.
 
I need to remove my CPU from the heat sink that it is stuck to so that I can properly set it.
 
How do I do that? It is stuck VERY firmly to the bottom of the heat sink. Is that normal for it to be stuck to the sink?

My laptop is a Inspiron 9100 with P4.
 
Do I need to re-apply thermal grease before re-installing the heat sink over the CPU?
 
Should I try to remove the processor myself, or would it be best to take it somewhere to have someone do it for me?

Hi,

When the CPU comes out with the heatsink, a twist will release it. You may need to apply some more thermal compound.
