If the recovery partition on your system HDD is still intact you may follow the steps given on this link to restore system to factory settings : http://dell.to/10wKRof
Note:Please back up all your personal data on to an external HDD.All data will be deleted from the HDD when you restore system to factory settings.
If you're not able to restore system to factory settings by following the above steps and if need the Windows DVD to reinstall it then you can request for a copy of back disc using this link (US region Only): http://dell.to/12fXcPg
For the hardware repair you may contact Expired warranty Service : http://dell.to/11lobKg
Thankyou Roshan L for the suggestions, but i was hoping the factory settings restore as my last option because at the moment i don't have access to any external drive where i can restore my data, also since the whole task is cumbersome since i have to backup as much as 300+ GB of data and manually install tons of program and update them too, i was trying to avoid it and opt for a simple system restore(which is not working in my case as already told).
I would also like to mention that i am not from the states but from India so the whole point for getting a win7 disc is not going to work for me.
I am now hoping for an OS reinstall and clear out my laptop, so i HAVE to buy an external disc for backup anyway as its the only option left.
Besides this for my repair issue, I have already contacted my local Dell dealer to repairing my laptop so that might work for me
So right now i am still stuck at the same place(i am wondering why the 'System Restore' software aint working on my lapting?)
Please share the system model and the operating system installed. Also paste the screenshot of ‘Device Manager’ with ‘Display Adapters’ expended. Please follow the steps below:
Press ‘Windows’ key + R on ‘Desktop’ screen.
Type ‘devmgmt.msc’ in run box and press ‘Enter’.
Click > sign next to ‘Display Adapters’.
Keep me posted with the results. I will be glad to assist you.

Hi exynoz,
System restore would have stopped working due to issues with the operating system.
About the Windows7 Ultimate disc you will need to check with Dell India Technical support.

Hello... I have the same problem i cant find the driver for my graphic card...
I can´t chamge the brightness....
Video card drivers are not installed or unrecognisable.
I tried the drivers on the website and they don´t work as well as the wireless card.
The wireless is now ok but I downloaded the driver from an external site.
Thanks
