Flashing orange light

The orange light at the front of my Inspiron 1100 (the rightmost one) has started flashing and it won't stop, even when my computer is turned off. I can't find my owner's manual at the moment (I've recently moved) and am worried about what this means. Is it some kind of hardware problem?

hmm, suggest you remove your battery & press the button on the side to see if all the leds light up as it sounds like a battery problem to me. any flashing leds or red ones indicate a battery problem.

My problem is with the OptixPlex GX400 - a desktop PC (not a laptop). I shut down my PC prior to leaving for a vacation. I've just returned, and when I attempt to power on the PC, the power light flashes red - and there is no "starting up" of the PC (i.e. the fan turning on, the CPU firing up)....any ideas what's happened?
 
I've unplugged, replugged, etc. to ensure no loose connections existed. Has the hard drive failed? Motherboard?
