changing power plan doesn't change my CPU clock speed

I have an Inspiron 5520 with a 3632QM Corei7 CPU, I used to change the power plan, the clock speed of the CPU would hike or decrease accoording to my selection in windows power plan options, but now i've noticed that when i change the power plan from "power saving" to "balanced" or "performance", my CPU clock speed is fixed at 2.19Hhz (checked with Windows 8 task manager and CPU-Z)

I've checked the Bios and speed step is enabled for the CPU, how can i fix it back to the way it was?

Damn Microsoft, The problems is because i had enabled Hyper-V on Windows 8, although i wasn't using the virtual machine all the time, it had disabled speed step on the processor, with no way to get it back. uninstalling Hyper-V resolved the issue. I've had overheating issues since a couple of months ago, because of this!

turned out that the culprit is Hyper-V, uninstalling Hyper-V solved the issue.

my laptop has been overheating and  smelling like burnt electrical circuits because of this for two months :(

now its running ice cool, no longer smells :emotion-1:

Check the BIOS setup to be sure your AC adapter is recognized.  Is it listed by wattage or as "unknown"?

I checked Bios setup page and AC adapter type is set to 90W.
