Dell Inspiron 3593 cannot output more than 1080p resolution over HDMI

I have a dell inspiron 3593 but I recently came to know that I cannot use a monitor with 2560x1440 resolution at 100 Hz since the HDMi port of my laptop doesn't support that. Related issue: https://www.dell.com/support/kbdoc/en-in/000126548/resolution-on-external-monitor-limited-to-1920-x-1080-using-hdmi

Could I use some sort of HDMI-to-USB converter to use the monitor. I just bought the monitor and it feels bad not to be able to use it fully (I can use the 1080p res at 60 Hz)

Yes, you can try Display Link adapter such as this one.

Please note that the USB 3.0 interface can achieve 4K video output through some special converters, but there are some limitations. Usually, the USB 3.0 interface itself does not directly support video output because it is mainly used for data transmission. However, by using a USB 3.0 to HDMI or DisplayPort converter with DisplayLink technology, 4K video output can be achieved.

Such a converter will compress the video signal into data packets, transmit it over USB 3.0, and then decompress it inside the converter and output it to the display. However, this method may have some delays and is not suitable for demanding applications such as gaming or HD video playback.
