Dell dimension 4400 won't boot from USB

i have a Dell dimension 4400 that has Windows XP on it, i had tried to put Windows 98 on it to use the PC as my retro setup  but for some reason the PC is not booting from the USB drive to install it, i have tried everything but nothing  worked, i tried messing with BIOS settings to then discover that the PC thinks the USB drive is a hard drive and not a removable device, and if i try to boot the USB from the boot menu it just ignores it and boots XP, any ideas as to fix it, does this Dell dimension 4400 support USB boot? i would like answers.
