Download TweakUI from Microsoft. This will allow you tp diable the wheel.

It works to disable scrolling, but sometimes when I try clicking the left mouse button, my finger accidentally "clicks" the wheel causing the pointer to change to that up/down arrow thingie with the circle around it, and then if I just move the mouse the page being displayed starts to scroll really fast until I click one of the buttons again. It's incredibly annoying.
Supposed to be able to assign most anything to each mouse function. Perhaps could assign the wheel button to "nothing" to deactivate. I have not used this program. There are other similar programs out there.

You could try to install MS Intellipoint software (their mouse manager software). In hardware setup box, there is the option to disable the mouse wheel click.
Hi, I've finally find a solution, i'ts a soft named "katmouse"
you should install them, and run the config, and set the number of scroll line to 0 ... That's works with win7 and Cubase (for example)
Thats the link of the soft: http://ehiti.de/katmouse/KatMouseSetup.exe
sorry for my bad english, and please share-it, if thats work for you, because some people had the same problem, but i wouldn't register on all website for posting the reply :-(

Guess I need to find a 2-button USB optical mouse without a scroll wheel.

@djgaet - Why are you responding to a thread that's 6+ years old?
