how do i reattach this heat sink to my cpu correctly?

Hi.  I have a Dell Dimension XPS 410.  It is not in warranty.  My power supply has begun making horrible noises and needs replaced.  Unfortunately, the SATA hard drives' power cables were pinned beneath the plastiic housing for the processor's heat sink.  So, in order to  remove the power supply I was forced to unscrew the heat sink case, which detached the heat sink from the processor.

my question is: how do I correctly reattach the heat sink to the pprocessor?  Do I merely need to screw it back on, or do I need to apply some kind of paste, or do I need to scrape off the old stuff first or what?  I am totally clueless about installing a heat sink.

I'm attaching a pic in case that helps.  I'm having trouble using this forum on my cell phone so I apologize if I'm breaking any rules or not posting this in the right place.

You can find Dell's XPS 410 Service Manual, with the procedures for removing and replacing the heatsink HERE

As you intend to reuse the heatsink, plan on cleaning it's base and reapplying thermal compound to the processor.

Directions for cleaning and applying thermal compound, are HERE.

You only need a small tube of thermal compound, this can be purchased from any computer store.
