Error loading user.exe

I receive the message "Error loading user.exe You must reinstall windows" when I boot. I've tried going into safe mode and receive the same results. I have windows 98 second edition and would like to work around this problem without reinstalling. I've tried replacing ddeml.dll Any suggestions?

Are you able to boot with a saved version of the Registry? Boot to a command prompt and type scanreg /restore (there is a space after the "g"). Choose a Registry that predates the problem and boot from there.
