I need help! :/

My dell v03b stuck on dell logo when I start to power on my phone. I tried the reset thing but it doesn't work. When I am trying the hard rest my phone started and stuck on dell logo. Sometimes the image below of the screen starts to blink and my phone will automatically power off and power on again and again. Can someone help me to my problem? Please?
