First of all, have you raised this in powerlink for Support to investigate ? That would be the most ideal route for your query.
Secondly, I had a quick look and - are you installing on a 64 bit Windows OS? It looks like you are installing the DPA 32-bit version on a Windows 64bit OS - am I correct ?
- are you installing DPA on Windows Vista ??
- is this a physical host or a virtual machine ? if a VM, what are its CPU and memory allocations ?
- is there anything else installed on this host ? eg. other applications that might use the same ports as DPA ?
- did you ensure, in the SQL Server configuration, that remote TCP/IP connections are enable as well as named pipes ?
- is there anything in the Windows Events log for the DPA Listener attempting to start up ?
