Dell Refund Issue - Going on 3 months now

Waiting for 3 months for a refund. Tracking number for a laptop that came in with bad display. 

Dell rep wants to sell me more laptops for my business. At this point I would not buy anything given the fact that customer service is not refunding duly returned order worth $1464.
