Credit Card Application

I have been approved for a credit card and was asking an agent about how it works and I want to place my order and he said it didn’t go through while i kept telling him that I see the credit limit under financing and just want to be sure if everything is okay and he applied again for me and got denied and now I don’t know what to do not to get another inquiry for my credit score!!!who is responsible?? How can I really tell you guys I am so sad..
