In a matter of speaking the end-effect is the same, VSAN's cannot be reached or connected.

VSAN isolation generally means, the VSAN cannot be used like VSAN 4094 or is excluded from connectivity.

Segmentation generally means two VSAN's (same numbers) cannot connect thru ISL's, due to ISL incompatability, security, unallowed (non-trunked) VSAN's or overlapping domains parameters.

Isolation is generally configured on purpose while segmentation is mostly caused due to poor configuration.
