Upgrading DCNM-SAN to 11.3(1) get Failed To Connect to DB

Trying to upgrade to DCNM-SAN 11.3(1) from 11.2(1). I get "Failed To Connect to DB". The closest article I found was below but doesn't seem to make sense.  Could this be correct? Where to I get this file?
