Connection Refused on Cisco 2960S SSH ?

Recently, I had met difficulties with my Cisco WS-C2960S-48TS-S switch. I can ping it, but I keep getting "Connection refused by remote host" when connecting to it via SSH. I don't know how to solve this problem. Is there a debug that might give me a clue as to what I could be missing?
