Cisco MDS 9000 18/4-Port Multiservice Module DS-X9304-18K9 GigabitEthernet not communicating

Hi

I have cisco MDS 9509 ("Supervisor/Fabric-2") running version  version 3.3(5b)

In order to ugrade the OS to 4.2.9 i had replaced existing IP Storage Services Module DS-X9308-SMIP has been repalced with 4x1GE IPS, 18x1/2/4Gbps FC Module  DS-X9304-18K9

The new module had come up and all GigabitEthernet interface is also coming up , but when i had connected the same to network switch its not showing the connectivity

i had tried connecting a cross cable with laptop and GigabitEthernet port , but the port status doesnt not change , also its not able to ping the device

The hardware version fo new module is 1.8 , what could be the couse of the issue
