The files in question here are attributed to Kaspersky anti-virus software. I will recommend an exception to these files or give backup account the necessary privilege to be able to R/WR this files. One thing to bear in mind is that anti-virus software are designed to prevent unnecessary access to its AI core files. If I were you I will create a CMD file on the client and exempt those files.

Yes, excluding these files appears to have fixed the system state backup exceptions. Thanks!
