Avamar Virtual Edition v19.2.0 (ESXi) - ave-config "removed"

I have installed the Avamar Virtual Edition v19.2.0 on ESXi 6.7 using the OVA package, and entered in all the networking details. After starting up the VM and logging in on the gui, I click on SW Releases and I see the message "No available packages found in the package repository for:SW Releases"

If I look under History - it says the status of ave-config is "removed" and "Not supported to enable EAR during installation" .

I tried installing an older version (7.3) and got the same error.

What do I need to do so that I can run the ave-config procedure to complete the installation ?
