I used to have the same problem until I updated my display driver via installing GeForce Experience.

Try to do this step in order

1. disable startup programs  ( go to RUN , type "msconfig" go to start up disable or uncheck all programs there then click apply and ok , restart the computer )

2. go to safe mode  and scan the computer using your antivirus ( turn off your pc , turn it back on then keep tapping F8 as soon as you press the on button, you will see a black screen with a bunch of options , choose  "SAFE MODE" , then when you get in to safe mode scan your PC using your antivirus)

3. after running antivirus restart the computer and go to safe mode again but this time defrag the computer in safe mode

4. after that restart the computer then go to normal desktop mode then perform checkdisk  ( go to my computer right click your main drive C , go to properties then tools tab you will see check disk there , click the two options for checkdisk then it will ask you to schedule a checkdisk when you reboot the computerjust click schedule a checkdisk then restart your pc , it will go to a black screen showing that it is scanning your hard drive for bad sectors this might take a while make sure no one will interrupt this process )

5. If still those steps doesnt work then that means you basically need to reformat the computer back to factory default settings, ake sure you back up your files first ( including anti virus key and ms office key)

OR

Try to run a Dell Hardware Diagnostics ( turn off your pc , turn it back on while tapping F12 until you see an option that says advanced boot option , choose "diagnostics" ) if there is an error post it here right away

thanks
