XPS 13 9380, USB PowerShare not working

USB charging using the powershare doesn't seem to work. I've already disabled "Wake on Dell USB C dock" in the BIOS, but XPS13 doesn't charge my phone if I connect it to any of the USB-C ports when the power is off.

I'm currently using Ubuntu 18.04 as my OS

Is there any other settings or conditions to allow charging when the laptop is off?

In the end, this is what Dell Support privately sent to me explaining that I can't use the XPS13 like a powerbank (when the machine is off):

"""All the C type ports support power delivery.   The port on the right provides up to 7.5 W power output that enables faster charging.   The port on the left supports Power Delivery that enables two-way power supply between devices. Provides up to 5 V/3 A power output that enables faster charging. 

The system support 2-way power delivery (where you can charge the computer or charge other devices when on) but does not support a power share which charges other devices when turned off."""    

Hope it helps anyone else wondering about the same thing.

1. Make sure you actually enabled USB PowerShare in the BIOS Setup interface.  On some systems it's disabled by default.

2. Make sure you're using a port that actually supports PowerShare.  Not all Dell systems have PowerShare implemented on all of their USB ports.  Look for a port with a battery icon or possibly a lightning bolt icon, although the latter might cause some confusion because the 9380 also supports Thunderbolt 3, which uses a very similar lightning-style icon.

3. On some Dell systems, PowerShare only works when the system is either shut down and on AC power, or sleeping (on either battery or AC power).  Not all systems enable PowerShare while the system is fully shut down and not plugged in.

On the 9380 there is not specific settings in the BIOS that enables/disables usb powershare. This is what I found that's close to what I have: https://www.reddit.com/r/Dell/comments/8v2soj/xps_13_9370_powershare_in_off_state_powerbank_mode/ (this is for the 9370 though)

I've tried with all of the USB ports when the machine was off (either plugged or unplugged), and it didn't charge my phone. It DOES charge my phone when the machine is on, regardless if it's plugged or not.
