Recycle Bin Malfunction

Apparently whenever I access the Recycle Bin, it always needs to be emptied even if it shows there is nothing there. And when I do empty it, it claims to have a bunch of items in there. The Recycle Bin is apparently never empty even though I see nothing. Any suggestions on what to do and what is the problem?

Probably and old installation that has been removed, Norton always leaves the programs folder behind. The reason I asked is some Norton products install a recycle bin protect software.
 
Here is a command prompt to reset the recycle bin.
 
rd /s /q recycler
 
 
reboot.  Now make a empty test file on the desktop and delete it, see if the recycler returns to normal operation.

Go to Start/Run and type in  cmd  hit OK, a command prompt window will open up, type in the command I gave you and hit enter, close cmd prompt and reboot and follow the rest of the instructions.
 
You can delete those folders if you are sure no Norton software is installed.
 
It is important in the cmd prompt to include the spaces shown in the command I gave you.

i don't see it under Add or Remove Programs, but I did a search for it and the search found the program file folder.

I'm a bit new with command prompts. How would I put one into use? Plus, should I delete the program folders form Norton?

Currently, I am running the Norton Removal Tool, in hopes that Norton is somehow causing the problem.

I did what you said but it didn't help. When I had typed in the command, it said "The system cannot find the file specified." I had done it a few times, making sure if I had typed it in right and then the last time I had copied and pasted it in. Still no luck. And after i had restarted it, the recycle bin still has that problem.

Try it, I usually navigate to the C:\ by entering the command    cd C:\   then run the command

C:\>rd /s /q recycler
 
 
 
then hit enter

You may have to navigate to the root of C:\  and try it.

Alright, I'll try that and get back to you. so the command would be: C:\ rd /s /q recycler Correct?

Nope, first type      cd C:\
 
this will bring you to      C:\>
 
then type       rd /s /q recycler      but if the recycler folder is already gone, you will get the error.

On other forums, they said to try a different command, but I still got the same error message. This is quite frustrating and I'm not sure how else to solve it.

Just making sure if I'm doing this right. Go to start, run, type in cmd. Type in: C:\
Then type in rd /s /q recycler

That may be an old XP command, sorry. You runnning Vista?, you posted in the XP forum.

I just fired up my xp box, and tried the command after navigating to C:\  and it worked for me.
 
I did notice if I ran the comand twice in a row I got the error message the second time. This is because the recycler folder has been deleted already.
 
Open windows explorer and see if there is a recycler folder on C:
 
you may have to go to folder properties/View and unhide system and protected folders and files.
