BSOD: STOP: c000021a {Fatal System Error} The verification of a KnownDLL failed.

Question

On starting my one week old Dell Inspiron 2320 with Windows 7, get the blue screen with this message. Cannot login to windows after that.

STOP: c000021a {Fatal System Error}
The verification of a KnownDLL failed. system process terminated unexpectedly with a status of 0xc000012f (0x003a40b0 0x00000000).
The system has been shut down.

Have already tried the following without any success:

Safe Boot
Startup Repair
chkdsk /r (after a few hours, found 1 bad sector,
System Restore (couldn't use as no restore points created)

Is it possible to recover the system without a clean Windows re-install?
