Adobe Flash Player Problem

I am having problems with Adobe Flash Player on a Inspiron 1501. When I go to a web page that requires Flash Player, it indicates I need to download player.  I go to the adobe site, and start the download which says it's complete, but does not take more than 2 seconds.  If I try to download again, it says the machine has Player, yet when I go to a site that requires Player it again indicates I need to download Player.  The vicious circle.  Any ideas will be appreciated..

It says  "You have version 9,0,28,0 installed:.  Yet when I do a search on the laptop, it does not find any version of Adobe Flash Player.

Adobe Flash Player is an Active X. In Internet Explorer go to Tools>Internet Options. Under Browser History click on Settings, Click on View Objects, and look for Shockwave Flash Object. This is the Adobe Flash Player. These are the instructions for IE 7. If you are using IE 6 the instructions are similar.

Is it just one particular web site that the flash player does not work or all web sites?

It sounds like some other process is identifying itself as Chrome and preventing the installation. If you're using Chrome browser itself, Google embeds Flash Player in Chrome and there is no need to install Flash Player separately, yet, Google does defuse Flash Player by default, forcing users to enable it. you may check out How to unblock adobe flash player for more information in detail.
