Desktop & Task Bar refresh every few minutes after Win 10 upgrade - with loss of focus, ejection from Win Explorer or Control panel
Firstly, I do not have iCloud, iPhoto, Aeroglass or Bitdefender, which have been cited by others as culprits for this issue. The AV is McAfee.
I have updated three other PCs to Windows 10 without incident, including an older Dell Inspiron, but my parents' Dell Inspiron N5040 laptop has been a real headache. The migration was from Windows 7 Home Premium 64 bit to Windows 10 Home via online upgrade. Prior to the upgrade the laptop had been behaving quite normally.
The outstanding issue is that every few minutes and without warning the Desktop and Task Bar refresh automatically. If you are in Windows Explorer or the Control Panel when this happens, you are ejected. If you are in an application, the app loses focus and you lose anything you have just typed. The laptop is usable, but the problem is very irritating and likely to deter my mother from using it.
Task Manager showed that CPU usage was momentarily spiking at 100% when these refreshes occurred, but didn’t help at the process level, so I downloaded and ran Process Explorer. This shows that, when these refreshes happen, there are momentary peaks of activity in ShellUI.exe and ShellExperienceHost.exe, the former apparently fractionally ahead of the latter. I have turned off Cortana and all the other user-adjustable search settings, but it makes no difference. There appears to be no way to disable these processes. I do not have the Desktop set to display a slide show, merely a still image. I have also used a solid colour; no difference.
The Win 10 compatibility report suggested all would be well, but the upgrade was difficult. For my first attempt I used the Win 10 upgrade icon in the Task Bar. I let it run for quite some time but it appeared to have hung. I then used Media Creation Tool, this got to the end of downloading but announced that it could not perform the upgrade on this particular computer, citing error code 0x80070005 – 09x90002. Following advice on an MS page, I downloaded the SubInACL Tool and created a Reset.cmd file, which I ran as administrator to fix registry permission errors which can cause this error. I then ran used Media Creation Tool again and the upgrade completed. However, the screen then started flashing on and off so rapidly (every second or so) that the laptop was impossible to use. I’m not the only one who has had this, and I discovered the fix was to disable two MS services, ‘Problem Reports and Solution Control Panel Support’ and ‘Windows Error Report Service’.
Now I am left with the maddening screen refresh issue, which was not present before the upgrade. I know others have had this problem, but I haven’t as yet come across a solution. I know Dell are not supporting this model under Windows 10, but can anyone help please?

Uninstall McAfee and use Windows Defender instead. 3rd party antivirus programs that were running before the upgrade are not compatible with windows 10. AND more important--N5040 and other N computers do not have the right drivers for win 10. That is why Dell doesn't recommend upgrading. Make your life better by reinstalling the previous OS. You have only 30 days to rollback. Your problem is incompatible video drivers and you cannot fix that.

My problem was not caused by an incompatible video driver; on the basis of the information I supplied, I don't see how you could state that as the cause and define it as unfixable. My problem was in fact caused by a program called IDT Audio which I did not even know I had, but which was causing Windows Explorer to crash repeatedly, which in turn was causing the screen refresh and loss of focus issue. I have now uninstalled IDT Audio and the machine is working perfectly well under Windows 10 with McAfee. Incidentally, I know of three other PCs working fine under Windows 10 with Norton 360.

I ended up reloading IDT Audio by mistake and that worked for me (taskbar is not flashing every minute). I really do not know if I need the software.

I was having this constant, random refresh issue, too, on my HP ProBook 4530s. Could not open Control Panel, either. I searched for Add or Remove Programs from the Search Windows box on the taskbar, and was able to remove IDT Audio. The problem(s) went away after the required reboot. I still have excellent HD audio using the Microsoft HD Audio driver, so nothing is lost by removing this program. Thank you to this Dell support forum for the correct answer to a difficult problem to troubleshoot.

Just upgraded my Dell 5110 to Win 10 and had same problem for the past 3 days.

I had this problem as well and it looks like uninstalling IDT Audio resolved it for my Dell N5110 laptop.

This solution works. Sound is still working. This problem also prevented the CD player from working. Everything is now working fine. Thanks.

I see lots of refresh issues but, mine is not that annoying but curious: When I go to a new web site (at least two sites I know of) where the homepage has a sign-on window there is one refresh after about three seconds. So when going to these sites I have to wait for the refresh before logging in. Don't know if it is a site flaw (probably) or Windows 10 upgrade or Toshiba issue.

Thank you Marbrien, I was really wondering what would be the issue. I spent hours and hours to detect it, but never thought of that software. I too Uninstalled it and my laptop works perfect now. Really a big thank you for the quick solution.
