I'm not sure what the "W" stands for, but a "VA" panel is sort of a compromise between TN and IPS.  It has better color accuracy and viewing angles than TN, but it's not as good in either of those things as an IPS panel.  However, VA typically offers better black levels and less backlight bleed or "glow" compared to IPS panels.  There are many articles on the Internet that go into more detailed comparisons between TN, VA, and IPS panel technology, although of course specific implementations will always have some variation, meaning that there are great IPS panels and terrible IPS panels, for example.  Going back to the question of "WVA", it's possible that's just a brand-specific name for some variation of VA technology, similar to how there's a "PLS" panel type that's essentially some brand's variation of IPS (I think Samsung?).  But since again understanding the overall technology won't necessarily tell you how good the specific panel in that system is, you might want to try to find a detailed review of that specific system with that specific display option.  Notebookcheck and UltrabookReview are both known for highly detailed reviews, including detailed measurements of display performance, so if you find a review of the Vostro 5490 with the same display option you're looking at on that site, I'd read it.

According to the dell website page for Inspiron 5000,  WVA stands for Wide Viewing Angle - so it is unclear  what type of screen it is.

I would assume that if it was an IPS panel they would simply state that.

Are they trying to confuse consumers?

Good info, didn't know that.  But a TN panel definitely wouldn't be considered a wide viewing angle display because the two major drawbacks of TN panels are a relatively narrow viewing angle and relatively poor color gamut/accuracy.  As for why Dell doesn't just say IPS, it could be related to the fact that as I said above, different display panel manufacturers nowadays have their own names/acronyms for their own variations of technology that would all be considered IPS by the consumer in terms of the end results it delivers.  As a result, I suspect this is less about confusing people than about using IPS in situations where it isn't TECHNICALLY correct -- since that might create legal issues between consumers and Dell and/or between Dell and the display panel manufacturer that "owned" the IPS moniker -- even though the display in question might well operate in the way that the consumer would expect an IPS display to operate and that caused the consumer to want an IPS-type display in the first place.

IPS is an LG exclusive trademark. WVA usually indicates an IPS like panel. Most laptops come with display panels from multiple manufacturers so they can't give a specific name for the panel type and just say something generic like WVA.

Even in mobile costing as low as 9000 INR are viewing angles problems free.Which age are you living in ?.I ended up buying dell vostro 3590 with no word TN given in website but 1920x1320 full hd backlit display. How can one even think that product i am going to get is TN with extremly bad viewing angles. This laptop already cost me 60000 INR and atop of it dell team wants to penalize me 15% restocking fee if i go for return.Their mistake and punishment for me ??.

I recently got a dell vostro 3401 and the anti glare screen is pathetic. Almost all reflections are seen on the screen and very difficult to work under lights

Hey thanks for the super helpful reply. I'm not sure how I missed that thread. I haven't quite mastered the search function on here. I think I'll pass with him this time around. If i want any further guideline we will contact you here https://www.dell.com/community/Vostro/WVA-results-panel/td-p/7396759
