Control Panel access denied - "restrictions in effect on this computer..."

Can't access control panel or adjust time on time bar.  Get msg: "Operation cancelled due to restructions in effect on this computer.  Please contact your system administrator."

I am reviewing your log.
In the meantime, you can help me by doing the following:

* If you have posted this log on another forum, please provide a link to the topic.

* If you are using any cracked software, please remove it.
Definition of cracked software:
http://en.wikipedia.org/wiki/Software_cracking

* If you are using any P2P (file sharing) programs, please remove them before we clean your computer.
The nature of such software and the high incidence of malware in files downloaded with them are counter productive to restoring your PC to a healthy state.

* If this computer belongs to someone else, do you have authority to apply the fixes we will use?

* Have you already fixed entries using HijackThis? If so, please restore all the backups and then post another log. Please do not do anything else until you get further instructions.

* After we begin working, please print or copy all instructions to Notepad in order to assist you when carrying out procedures.
Please follow all instructions in sequence.

* If your replies do not fit in one post while we are handling your issue, please reply to yourself until all text is submitted. It may take several posts.

* Please disable your realtime scanning of MS Anti-Spyware (now Windows Defender). Your MSAS is probably outdated, and the program will interfere with our fixes. When we are finished I can give you suggestions on free on-demand scanners.
1. Right-click on the Microsoft Anti-Spyware icon in the system tray [It's the one with the red and yellow bulls-eye.].
2. Click on "Security Agents Status".
3. Click on "Disable real-time protection".

Next right-click on the Microsoft Anti-Spyware icon in the system tray again to open Microsoft Anti-Spyware.

1. Click on the Options menu and choose Settings.
2. In the left pane column click on "Real Time Protection".
3. Under Startup Options, uncheck "Enable (MSAS) Security Agents on startup (recommended)"
4. Under Real-time spyware threat protection, uncheck and "Enable real-time spyware threat protection" (recommended).
5. Click the Save button and close Microsoft AntiSpyware.

Finally, right-click on the MSAS icon in the system tray and select "Shutdown Microsoft Antispyware".
[After your system is fully cleaned reenable MSAS using the same steps but this time reverse them.]

Quick question..
right clicked on MS Anti-Spyware.  Dont see "Security Agents Status" .  All I see is msg about this software has expired, etc.  Should I simply remove the program?  Thank you.

Yes, remove MSAS after you get your Control Panel back so you can use Add/Remove Programs, or if there is an uninstaller in the program, use that now. Then reboot.

Please download Combofix from here:
http://www.techsupportforum.com/sectools/sUBs/ComboFix.exe
** Take note that the link is case sensitive

Save ComboFix to the desktop.

Go offline. DISABLE your anti-virus before running ComboFix.
1. Double click on combo.exe & follow the prompts.
2. When finished, it will produce a logfile located at C:\ComboFix.txt.
3. Post the contents of that log in your next reply with a new HijackThis log.

** Don't forget to enable your anti-virus before going back online.

Note:
Do not mouseclick Combofix's window while it is running. That may cause your system to stall/hang.
Do not proceed with the rest of the fix if you fail to run ComboFix.

Is the combofix address correct ( http://www.techsupportforum.com/sectools/sUBs/ComboFix.exe)? 
I've attempted to connect to it but no success.  I'm on line and able to connect with other sites.  Is the site by chance experiencing problems?  Thanks.

This could take a while. I'm not sure why CombmoFix is running under a New Account. It needs to be run as you are logged in using the same account that showed the problems earlier. Please login as you did before and rerun ComboFix and HijackThis.

After I review your logs, I may need to write some Registry script. We can leave this until later, but it is very important that you do not use the computer online (other than coming here) until it is cleaned up. We do not want the infection to regenerate, or we will have to start all over again.

This is quite strange.  Only one user on this computer as far as I know...  Everything seems to be working fine right now - able to access control panel, etc.  ???

We'll continue with a few more things, and see how things go.

Run Disk Cleanup in each user's profile:
Click "Start > Programs > Accessories > System Tools > Disk Cleanup"
Please make sure the following are checked:
-- Downloaded Program Files
-- Temporary Internet Files
-- Recycle Bin
-- Temporary Files
Click "OK" and Disk Cleanup will delete those files for you.

You are a magnet for malware with that outdated Java. Older versions have vulnerabilities that malware can use to infect your system. It is possible that you may be running Java code in your applications that absolutely require a specific version of the JRE to run. Please follow these steps to remove older version Java components and update.

Updating Java:

  • Download the latest version of Java Runtime Environment (JRE) 6.
  • Scroll down to where it says "Java Runtime Environment (JRE) 6u3 allows end-users to run Java applications".
  • Click the "Download" button to the right.
  • Check the box that says: "Accept License Agreement".
  • The page will refresh.
  • Click on the link to download Windows Offline Installation with or without Multi-language and save to your desktop.
  • Close any programs you may have running - especially your web browser.
  • Go to Start > Control Panel double-click on Add/Remove programs and remove all older versions of Java.
  • Check any item with Java Runtime Environment (JRE or J2SE) in the name.
  • Click the Remove or Change/Remove button.
  • Repeat as many times as necessary to remove each of the Java versions.

  • Reboot your computer once all Java components are removed.
  • Then from your desktop double-click on jre-6u3-windows-i586-p.exe to install the newest version.

Download and scan with SUPERAntiSpyware Free for Home Users
  • Double-click SUPERAntiSpyware.exe and use the default settings for installation.
  • An icon will be created on your desktop. Double-click that icon to launch the program.
  • If asked to update the program definitions, click "Yes". If not, update the definitions before scanning by selecting "Check for Updates". (If you encounter any problems while downloading the updates, manually download and unzip them from here.)
  • Under "Configuration and Preferences", click the Preferences button.
  • Click the Scanning Control tab.
  • Under Scanner Options make sure the following are checked (leave all others unchecked):
    • Close browsers before scanning.
    • Scan for tracking cookies.
    • Terminate memory threats before quarantining.
  • Click the "Close" button to leave the control center screen.
  • Back on the main screen, under "Scan for Harmful Software" click Scan your computer.
  • On the left, make sure you check C:\Fixed Drive.
  • On the right, under "Complete Scan", choose Perform Complete Scan.
  • Click "Next" to start the scan. Please be patient while it scans your computer.
  • After the scan is complete, a Scan Summary box will appear with potentially harmful items that were detected. Click "OK".
  • Make sure everything has a checkmark next to it and click "Next".
  • A notification will appear that "Quarantine and Removal is Complete". Click "OK" and then click the "Finish" button to return to the main menu.
  • If asked if you want to reboot, click "Yes".
  • To retrieve the removal information after reboot, launch SUPERAntispyware again.
    • Click Preferences, then click the Statistics/Logs tab.
    • Under Scanner Logs, double-click SUPERAntiSpyware Scan Log.
    • If there are several logs, click the current dated log and press View log. A text file will open in your default text editor.
    • Please copy and paste the Scan Log results in your next reply with a fresh HijackThis log and let me know how things are running.
  • Click Close to exit the program.
