Obviously all hardware are able to support 1080p as you have verified independently, so this may be a driver issue. One Dell AIO user had similar conundrum “When I try to use my AIO as external monitor for my laptop, since a few days the maximum resolution is 1360x768. I did not change anything in the settings and when I connect my laptop to another monitor, I get a higher resolution. How can I solve this?”
suggested solution: “I disabled the driver for the display adapter on my laptop, and now it works 1920x1080. Don't know if it will work for you..”
That didn't work for me unfortunately but I found a workaround using a USB-C to HDMI adapter (has USB-c and USB-A ports too). Seems to work nicely at 1920*1080 now.
