MarcusInCO,

Update the drivers and in the meantime I will contact our monitor level 2 tech to find out if this is normal.

MarcusInCO,

Turn the Latitude 5411, U3417W, and S3219D off. Disconnect the S3219D cables from the U3417W. Test only the Latitude 5411, U3417W, WD19 dock via the two PC (Latitude 5411 and Desktop PC).

Sorry, thought I had notifications on and didnt realize there were messages here!

First thing I did was update drivers and bios on the laptop and the dock, same issue.

I also have  d6000 dock sitting around, tried that out.  It actually would switch back and forth on the input sources with no issues, but the DP pass through wouldnt work.

Still stuck w/ the same issue.

No, it is not working.  The goal is to have dual monitors here and use the DP pass through function of the U3417W.  Having a U3419W that is not connected it not a working solution

MarcusInCO,

By only using the U3417W proves that trying to daisy chain the second monitor from the U3417W is the problem. So is the fault that the dock cannot support two monitors in a daisy chain AND two PCs, unknown. Try testing only ONE PC on the dock and then connect the two monitors in that daisy chain. What happens?
Also, we really need to know all of the monitor service tags to know how to connect them to the dock. Send them to me in a Private Message.

Ok, with the 5411 connected to the WD19 via USB C, WD19 connected to the U3417W via DisplayPort and the Desktop connected to the the U3417W via the MiniDisplayPort, I was able to switch back and forth between them.

The daisy chain works through the dock.  If I go usb c from the 5411 to the WD19 and display port to the U3417W input and then use the display port out on the U3417W to the displayport in on the U3419W, it works fine.  If I switch over to the desktop (either by dell display manager or buttons on the monitor), the desktop is connected to the U3417W via mini DP and both monitors work (via the daisy chain link).  If I switch back to the 5411, it no longer work and I have to undock (i.e. pull the USB c plug and plug it back) for it to work.  I'll shoot over the service tags for both monitors momentarily.  I believe I have already sent the tags for the 5411 and Wd19.

Connect both the U3417W and U3419W directly to the WD19TB dock two DP 1.4 out ports. Then retest switching back and forth from Latitude 5411 to PC.
