S2419HM, mouse input lag, HDR issue

Hi, I ran into a problem on the Dell S2419HM monitor. When I turn HDR on, my mouse seems to start moving like clockwork as if vertical synchronization is enabled. When I turn HDR off, the mouse begins to move as expected. I also noticed that when you turn HDR Game/Movie on, the picture becomes brighter, but the fonts are blurred and there is a strange effect (there are some stripes on the buttons),
