Which has higher processing speed ?
I'm comparing two Dell notebook specifications :
1) Inspiron 510m @ 2.0 GHz 400 FSB
2) Inspiron 6000 @ 1.86 GHz 533 FSB
Both have the same 512Mb RAM
What is FSB ? Would option (1) have an effectively higher processing power ?

CPU processing power has nothing to do with the FBS (Front bus speed).
2 GHz is faster than 1.86 Ghz.

FBS had alot to do with bandwith, overall system performace like memory speed etc.
It does NOT have anything at all to do with CPU performace as the CPU speed is what it is no matter what the FBS is.
So with that in mind.
It is always better to have a higher FBS with equal CPU speed to get the best overall system performace.

from a 1.86 to a 2.0 = 7.5% increase in clock speed.
from a 400 to a 533 bus = 33% increase in clock speed.
All that, plus the 533 bus means it's an Intel Sonoma chipset (2nd generation Centrino), which has a bunch of other improvements BEYOND the increase in bus speed over the original Centrino chipset, which is in the 400 Mhz bus model you're looking at.
In other words, don't fall victim to the Intel marketing line that CPU speed is everything. Go with the inspiron 6000.
