What temp of the cpu and gpu is considered to be overheating?
At idle: CPU temp is around 40 C, GPU temp around 60 C, Ram temp around 50-60 C, Hard Drive around 40-50 C. While playing games, my cpu temp jumps to around 60 C and my gpu temp is around 70 C. Is this considered overheating? The left side of my keyboard and palm rest get very hot on my inspiron 8500, is this normal?

In my i8500, the CPU runs at 58-60º and the GPU gets to 75º+ when playing KOTOR or running benchmarks. I've seen the GPU go higher, but it drops back down once the high-speed fan kicks in. I have a 2.2GHz proc and the Radeon m9000, both running at out-of-the-box clock rates (not overclocked).
Under normal use, the CPU runs just under 50º and the GPU runs in the mid-upper 50s.

Everything looks normal except your GPU. Mine never exceeds 65C, even when playing MOHAA.
Is it a 4200go? Never heard of it going as high as 100C. Only the ATI9600/9700 heats up that much.
edit: Is it possible that you read the CPU and GPU temps backwards. CPU at 70C and GPU at 60C during intense gaming sounds about right

Try using the Fan gui program. Since installing it, I found my CPU temperature never goes above 50 C and often stays in the mid 40s.
