VGA output to TV's (RCA components)
I have dell inspiron 9100 notebook. I have no problem connecting the S-Video to TV's (RCA components). But I'm not sure why it doesn't work when I tried to use the VGA output to TV's (RCA components)

How exactly are you managing s-video to composite video (RCA jacks)? They are completely different connectors.
What do you mean by VGA to TV's (RCA components)? Again, a VGA connector is different from RCA jack.

Laptop's S-Video output to TV's RCA yellow(Video) jack. I have no problem displaying a second monitor to the tv using S-Video output.
But when I tried to use the laptop's VGA out to connect to the TV's RCA yellow(video) input, it has no signal.

ok.....I used to have a second display monitor using the laptop's S-video output connected with the TV's RCA input. That worked very well for watching movies on the TV. Now I can't seem to find my S-video connector so I was trying to use the VGA Port on the laptop to connect with the TV's RCA video input. But the TV shows no signal

I think am not understanding you properly. Are you trying to obtain dual view, or in other words display video with the S-video and the RCA video connectors at the same time on two different external devices?
