Mouse and keyboard frozen!

I have an Inspiron 9300 Laptop with Windows XP.  My mouse and keyboard are frozen and nothing I do seems to help. Must be something wrond with my driver's or registry.  I thought about doing a system restore, but don't know how to do that without using keyboard or mouse.  Is there a way of getting my computer back to factory settings.  The mouse is working before my computer boots into windows.  Should I reinstall Windows XP.  Is there a special repair CD to use to get my computer working.  If you could give me some ideas and related atricles to fix my problem.  Thanks.

Should I have got a repair CD with the computer. I don't think I did.  I hit f12 and then DVD RW drive. Then there was no option for repair, just safe mode, last known good configuration etc..  Everything on the computer is working fine, until I get into Windows. I performed all the diagnostics tests and everything passed.  Advice.

ok maybe we are getting to far ahead of ourselves, so we boot into windows everything looks sweet but u have no activity on the keyboard and mouse.  but when pre-booting u can get into the bios and boot menu.  tried another keyboard and mouse??? if they work and if ur pc is still under warranty give dell a call and tell them hey this is not working but i have tried another keyboard and mouse and they work, and they should send u a replacement.
