Laptop locks up at the windows error recovery screen
I have not recently added anything new to the computer. It will not boot up past the windows error recovery screen. I ran the diagnostics which took a couple of hours and everything passes. any suggestions?

Welcome to the Community.
If I understand correctly by startup screen, you mean the screen with the Dell logo. I would suggest you to drain the residual power from the laptop:
You may try to make some changes to the BIOS settings. Please follow the steps below:
I recommend you to try loading windows in Safe mode. Here are the steps below:

Hi Quiltyone,
I would suggest you to try running the hardware diagnostics on the system again. It check for the hardware functionality. Once hardware is confirm we will be able to isolate resolution for you quickly. You may follow the steps below:

I ran the diagnostics again and it still says that all tests pass. It does not give me any error message.
What is the next step?

Hi Quiltyone,
I suggest you to follow the steps provided below, first to release any static power in the laptop that may be causing this issue:
1. Remove the battery and the AC Adapter from the laptop.
2. Press and hold the Power button for 20 seconds and release it.
3. Reconnect the battery, AC Adapter and press the Power button.
4. The laptop should power on if the static charge was the cause.
Then follow the above steps for factory restore.

I have an Inspiron 9200 that was having the blue screen error messages and not starting even in safe mode.
i ran the extended test and I have this message "error code 3700:011B expected fan on high rpm of 3700. Detected fan RPM = 0
options yes, no, retry
i can hear the fan though.
what should I do next?

This doesn't answer my question at all!! How do I get to the factory restore? I am locked on the windows error screen . The computer starts then goes to the error screen as I have mentioned before.

If you're seeing that error you either have a bad fan or a bad sensor (mainboard). That problem needs to be fixed before you go any further.
