High Fan Speed, but cool Computer. Linux Ubuntu 14.04

Hello everyone,

I recently decided to dual boot Windows and Linux on my Dell Inspiron 15R 5520. The installation of Linux went well, but for some reason when my computer runs it, the fan mainly spins at its highest speed or its lowest. I can tell that my computer is not overheating because when I place my hand in front of the exhaust, which I recently cleared of dust, I feel a fast stream of cold air.

I do not have these issues with Windows, and I have re-installed Linux to no avail. Furthermore, I have tried flashing the bios. My inspiron is already using the latest BIOS version, A14, but I flashed it anyway and the fan problem was not resolved. I also upgraded my chipset, and the fans still gave me a problem. 

From my research, these fan issues are a major problem for Dell computer users who are running Linux on their computers. Is there anyone who can help me solve this issue? I am a beginner at Linux, so please try not to post highly technical responses, if you can help it.
