How do i get into the Bios menu on a Dell Laptop 3521?

The system is set that way now (UEFI, SB ON). If you change it, the options will then change to include that one in the list you can choose from.

I looked it up but got a little problem. I want the computer to boot from a bootable rescu-disk but cannot find the place in BIOS settings where I set the CD-ROM as the first boot device. Can you help me?

In order to boot from a CD or DVD, you must turn off secure boot and turn on legacy BIOS mode. If you use a boot disc, be sure that it either DOES NOT write to the hard drive or that it is UEFI-compliant -- or you can wind up corrupting the disc.
To resume booting from the hard drive, reverse the changes (i.e., UEFI back ON and if secure boot was on, turn it back on as well) -- or the hard drive will not boot the system.
Further note: there are now systems that DO NOT support legacy boot at all -- for these, your boot media must support UEFI boot natively.

Hi again, EJN63!
I suppose that this is the place to do something. But I don´t understand how I come back to Secure boot: ON
when reversing the operation. There is no such choice.
