E1705 - Screen refresh is 1Hz off, causing problems

For some reason my E1705 (7900GS Go) refuses to default the video to 60hz refresh, it boots at 59hz.  This is causing some display glitches.  I tried setting the monitor type to "Digital Flat Panel (1920x1200 60Hz)" but it doesn't seem to care.  I can set it manually every boot, but that's very annoying.
 
Is there a way to force the refresh rate?

What are the display problems? A display problem showing up in E1705s with the7900 GS is some screen flickering when maximizing or minimizing a window, with mine occuring usually only with IE or Firefox. Setting the refresh rate to 60mHz improves the occurance of the flicker, but it still occurs sometimes.  The flicker can be eliminated by deselecting "Animate Windows when Maximizing and Minimizing" in Advanced Performance Settings.
