DELL! Laptop not CHARGING! NO ERROR MESSAGE.
I'm still not seeing why, my message about the chat not working was ignored. The chat should work regardless if you are out of warranty or not. but whatever so much for being helpful.
ANYWAYS;
Once again my laptop is not charging, it charges alittle bit then stops. Even if I leave it plugged in, the charger was sent to me when I sent my laptop to be worked on by a dell facility in texas while it's warranty was still good. I was also having blue screen of death. Which IRONICALLY started up again right after the warranty was up. As it was, it took so long to get it back that it was very close to the end of warranty date. All that was really done was that they gave me a new charger and reset my laptop to it's original settings.
To date; im still getting blue screens, however it happens alot less after I had to send it to a computer person in my area. My laptop won't charge most of the time and it's a small amount when it does, before when I was having problems with my old charger there was a message "plugged in but not charging" I don't have that now. The message is "Plugged in, charging" But it isn't. So I went and took the battery out to see if it would power on with the charger in. It didn't, but the charger led light is on. So im not really sure whats going on.
I don't think its the battery at all. and the ac adapter light is on so im thinking its less likely to be the whole cord, as my old charger was physically damaged this one has no damage whatsoever. I'm extremely careful with it. The laptop is probably 2-3 years old. I don't leave it constantly charging, I make sure to un-plug it before bed or if more then enough time has passed. Though I have been having problems with the ports, I use headphones for a few months and they stop working on one or both sides. Nothing is wrong with the headphones, I tore one apart the wires were still attached and plugged a different pair into my 3ds to see if it worked. I'm thinking, the problem might be the charge port on the laptop or on the pin in the ac adapter but im not sure.

Batteries wear out usually after 2-3 years of normal use but batteries don't cause blue screens. Not leaving the computer plugged in all the time is good, but you should also use it on battery regularly and recharge regularly to prolong the life of a battery. Not using it on battery regularly means it is always fully charged and can cause it to wear out faster.
You should run the diagnostics to test all the hardware. Don't waste any money trying to fix a 3 year old laptop that has failing parts. Just replace it. The motherboard is probably the part that is causing your problems.
Always mention your model computer and operating system when posting here.
Chat is warranty support with paid Dell employees so requires a warranty. Plenty of free support available on the web site and in the forums.

Batteries have a Life of 300 to 500 charge/discharge cycles.
Batteries WILL DIE if not charged. They will also die if left on the shelf for a year or more.
They should be float charged to 50 percent every month.
This is why no vendor guarantees a battery for more than 365 days.

Inspiron 15-3521; windows 8.2? I think there was a recent update?
I ran the diagnostics yesterday when I was searching the problem. Nothing came up. I use the laptop daily, it never stays fully charged.

If the laptop will not boot on AC with the battery removed, the problem is usually in the DC socket circuitry. This is usually caused by broken connections for the DC socket on the system board or power board (you didn't say which laptop model you have). Intermittent operation is possible because a broken connection can occasionally make contact. You should also check the signal wire in the DC plug, that you mentioned, to make sure it's not bent or broken. However a bad signal wire should not cause the problem you have.
If and when you get it working, install BattStat to determine the condition of the battery. As stated by others, these batteries do not have great life times, and three years is about the most you can expect.
