You will need to boot the system from a flash drive. How securely you need the removal to be will dictate how you do the job. A simple Windows install flash drive (made with the MS Media Creation tool) can do the job, but not securely; if you're looking to securely erase the drive, there are plenty of options including Boot and Nuke.
