You need to install VSM (Virtual Storage Manager) 4.0.x to create consistent Snapshots. The VSM call vCenter to create a VM Snaphost and over the VMware Tools or CustomQuiscingScripts you will get a consistent state. If this part is finished the EQL snapshot for the volume will be created.
Note: VSM 4.x only supports the vSphere WebClient.
I understand you can do this with ASM/VE but i am trying to understand that if i don't use this feature and instead run replication with the virtual machines powered up and then finally run a replication when virtual machines are powered down does that make the Replica consistent?
