If you go in Explorer to the Dos executable file, and right-click on its icon, you'll get a detailed properties page, which is Win 9x's replacement for the old Windows Pif Editor, and serves the same function, of creating and editing the "program information file" that Windows uses to run Dos programs. With this, you should be able to customize the Dos session. To get a program to open in true Dos mode, you need to go to the "advanced" button on the "program" page. If need be, you can even write it a separate set of config.sys and autexec.bat files, which will be used only for that session. Dos mode will result in a reboot of Windows when the game ends, so you can't multi-task, but for some games you might be able to tweak the settings to allow running in a window.

If you're trying to install a fresh download, I strongly suggest that you save the file, then reboot to Dos mode and install it there. After it's safely in, you can experiment with Pif file settings.

I deleted command.com from C:\windows and I also deleted the shortcut to it in Windows. Then I went to C:\and copied command.com then pasted it into
Windows. Then I right clicked on the new C:\windows\command.com and chose "create shortcut" It works .

It sounds as if that copy of command.com got corrupted. Glad it worked.
