Stuck in that loop means the hard drive is PHYSICALLY BAD.
There is no fix for this it means you have to buy a new drive and install from scratch.

Since this is a laptop, you probably should repost this in the Laptop General Hardware forum.
Be sure to include the exact laptop model name and number, and the version of Windows running when you repost this over there.

My Dell Venue 8 is also stuck in that loop. There really is no fix for it?
