Dell has not tested this system on windows 7. I would recommend you to run the windows upgrade advisor to check the requirements. If everything is fine you can then install windows 7 install the vista drivers in compatibility mode see if it works. http://dell.to/1rnBJRk
Then you can download UBUNTU 12.04.4 LTS and INSTALL over the top of the existing XP NTFS and Dual Boot.
Once Ubuntu is installed and the Restricted Extra's are installed that include flash you can do everything you have stated and not need to purchase anything.
My question is, is my Dell Dimension E310 up gradable to either Windows Vista or Windows 7? Is it possible to upgrade my Dell Dimension E310 to a higher Windows based OS. I don't have the money nor do I won't to go out and buy a new P.C. Any help I would grateful

AFAIK a video card is needed, as Intel did not provide a post-XP driver. I installed an HIS 6450 PCIe-x1 in mine.

Just Tell Ubuntu to install along side XP.
