ATI X600 (CN-0F9595) Not Detected By Windows 7 Pro (x64)
I have a Dell OptiPlex 380 running Windows 7 Pro (x64). I'm attempting to install an ATI X600 (CN-0F9595) video graphics card. For some reason Windows is not recognizing/detecting the card. Here's what I have done thus far:
1. Installed card - Bios recognizes a card present but no specifics. After logging on to Windows, no new hardware found.
2. Located Driver - I could not find Windows 7 driver initially from Dell, so searched the Community and found this post by SpeedStep:
CN=China 0F9595 is the part number of the card.
Dell ATI Radeon 0F9595 256MB RADEON X600 PCI-E Dual Monitor Video Card
The X600 IS NOT SUPPORTED via the latest Driver.
Catalyst 10.2 is max
DirectX JUNE 2010 is Required to be installed BEFORE installing these drivers.
XP service pack 2 or Higher is REQUIRED.
Applies to XP ,VISTA, or Windows 7

3. I downloaded and installed DirectX June 2010 as described.
4. Downloaded and installed Catalyst Software Suite as described initially but then realized it may have only been for Vista.
5. Uninstalled and then searched and installed 10-2_vista64_win7_64_dd_ccc_wdm_enu.exe. I don't see any management software from ATI in Start Menu or Control Panel.
6. Tried different card - I installed a new card of exact same model and same results.

All Drivers including Directx June 2010 must be Right Click Install as Adminstrator.
64 bit versions of windows require WHQL or Signature override or they will not load.
You extract the Directx driver and Run the DXSETUP.EXE as administrator.

x64-based versions of Microsoft Windows require WHQL certificates or driver signature enforcement Override. The dell driver is ATI 64bit Vista WHQL 8.332 driver.
press F8 F8 F8 F8 56 times during boot
Graphics drivers for Microsoft Windows 7* support two different graphics driver models:
Windows* Display Driver Model (WDDM 1.0 & 1.1). WDDM drivers display a 3D graphical user experience.
These drivers also support Windows Aero. WDDM 1.0 = Vista Drivers

Let me make sure I understand order:
1. Install DirectX, which is already installed.
2. Install .net 3.x and .net 4.x
3. Install Dell Driver (R152778.exe).
4. And ATI Catalyst?

I went back and reinstalled .net 3.5 Update, .net 4.0 and DirectX ensuring Digital Signature Override and Running as an Administrator. Initially when I installed ATI Driver or Dell ATI Driver you sent, it installed but still was not recognized. Now, the Dell ATI it is not installing because it is not detecting any components. "Failed to find any installable components!"

Some graphics cards require the SERR Message mechanism be disabled in bios. Make sure the card is fully into the slot and latched.
You cannot mix and match NVIDIA with ATI cards.
Remove all cards except the x600.
I installed one in an optiplex 780 and it worked fine with windows 7.
Only other advice is that its a bad card.
The F8 override must be done at each boot its not permanent.

The board I have is part number CN-0f8098. Is this a NVIDIA board?
Does the F8 override have to be done just to recognize the card or even after installed each time? If after, then I'll have to try something else.
