What do you mean with "it won't let me"?, regarding the reinstallation of Windows. What are you using for the installation (usb or disc)? Does it give you an error?

And no, it is not the motherboard.

okay first off ..

-being this is a m17X R2 ..  does it have single or dual video cards?

-if single by disconnecting.. do you mean completely removing the card/fan and heatsink  out of the system.. since there really isnt any other way to *disconnect*

-if it had dual cards they must be replaced in pairs, i know when i had replaced my video cards in my M17X R1 and r2's   eons ago it was both or no post period..  but otherwise same as above and completely removed..

-is video card seen in system bios?

-does it have a dell P/N  since other  cards without a dell Vbios cause issues

- new or used .... new okay .. used .. might have problems aswell

-running in safemode means its not loading drivers or software , so its not directly controlling the devices..

-if you disconnected the hdd/ssd  sure wont boot  will say that .. so its possible windows has a virus/corruption ..

-depending were the ram is didnt you remove all, does it beep on post? (board see's that ram is missing) ..

it goes on and on  on trouble shooting..  it could be right down to bad ram.. you said a slot is already bad.. maybe the board lost another, maybe ssd is got issues and they do go bad, and reason windows wont post or install... tried installing on another drive?.. all else fails try a Linux bootable disk/usb and see if it loads and runs .. since it will load everything into the ram with all drivers etc..  this will also help with determining which way to look for issues whether hardware/software or drive..

Also its possible the dvd you have is bad
